Accountabilities:

Your job profile will include, but not be limited to, the following:

  • To setup, install and maintain GIS systems (both hardware and software).

  • To plan, design, analyze, document, and draft new proposals for the department, plus Quarter/Annual system statistical reports.Installing, tuning, and administrating Microsoft Servers, and solves GIS customer/service related problems with high efficiency and accountability.

  • Studies the areas of improvements and proposes to higher management.

  • Experience in design and implementation, and administration of GIS using ARCGIS, ARC/INFO and ArcView.

  • Proposal of system needs in terms of stock, replacement, upgrades, etc.

  • Knowledge of designing, testing, and implementation of traditional, object-oriented and web-based GIS applications. Plus performing integrity and reliability tests of systems.

  • Ability to work with IT staff to provide technical support to Qtel community Participates in the Installation, configuration, upgrade, and administration of local network equipment and Server & PC software applications, GIS software, including ArcGIS License Manager, and standalone ArcView licensing.

  • Setting up GIS Training labs, and coordinating with the concerned sections, Departments, etc.

  • Research/development for future enhancements. And support to GIS Analysts, Senior Administrators, and department staff.Maintains a broad knowledge of state-of-the-art technology, equipment, and/or systems.

  • Supervises and controls the assigned tasks flow.NE Work Order Analysis, Update, QC/QA procedures development, progress and statistical reports preparation, and give suggestions to improve its performance and capabilities.

  • Leading groups for specific tasks assigned by the project manager.

  • Contribution in spreading the GIS Utilization to other Qtel Departments to make use of its functionality.

Competencies:
  • Configure and maintain QTEL GIS products and services.
  • Leading and coordinating Groups for tasks assigned by project manager.
  • Participates in the development and maintenance of the GIS Systems, database administration, Web services and the design/management of the GIS GEO/SDE database.
  • Participates in the performance of technical support activities and systems administration for Qtel GIS.
  • Evaluation, testing, and Implementation of GIS Systems.
  • Map generation of all categories.

Customers
  • Handles internal (Qtel) customers, and contributes in the handling of external (other government agencies, vendors, consultants etc) customers.
  • Direct Response to customer calls internal as well as external, those can vary from a simple PC problem to a complex design, installation or maintenance.
  • Maintaining high availability of GIS data/network to all its customers.

Business orientation
  • Respond to business needs and requirements in timely manner.
  • Liaison with IT department and provide the necessary assistance.
  • Participates in Developing contingency and disaster recovery plans

Planning & Organising

  • Contributes in the design, analyses and drafts new systems proposals for the department.
  • Handle different phases of a project as and when assigned by the Project Manager.
  • To plan, implement and deliver day to day routine systems related work.
  • Handles the proper functioning and implementation of the GIS servers, workstations, PCs, software and other peripheral devices.
  • Helps in planning proper preventative maintenance for the servers.
  • Plans activities related to service provisioning and maintenance. Make sure they are performed in an efficient and professional way.

Problem Solving
  • Handling of System-related problems with minimum help
  • Maintain minimum downtime for GIS network and systems.
  • Develop and updates the procedures to tackle problems faced in Systems functioning.
  • Participates in day to day routine user calls.
  • Be in the lead in solving all the Systems related problems.
  • Work with GIS System Administrator and System Technicians in analyzing and solving customer/service related issues.
  • Support & Analysis of Telcordia issues and suggests and implements solutions.

Communicating, negotiating & influencing

  • Communicates and negotiate with vendors
  • Handles System related communication mainly internal, as well as external customers.
  • Influence the higher management with proper documentation and presentation.
  • Possess a good command in communications.
  • Take part in improving service quality and customer satisfaction.
  • Contribute ideas in improving work procedures and documentation
Preferred Background:
  • Bachelor’s degree in Engineering, computer science or related fields.

Experience & Skills:

The ideal applicant should have:

  • Minimum of 3 years experience in Systems Administration.
  • Minimum of 3 years working with ESRI and Oracle products.
  • Preferable knowledge in GIS/AM/FM areas
  • Experience in GIS data conversion/automation in telecom or related areas would be desirable
  • Sound knowledge and experience in GIS Systems and maintenance of large GIS databases in telecom or other utility areas
  • Knowledge and hands-on experience working on ESRI line of GIS products including ARCGIS, Arc/Info, AML programming & oracle RDBMS.
  • Sound knowledge in installations and maintenance of different software both GIS and general.
  • Excellent knowledge of Systems Administration
  • Good Communication Skills.
  • Good problem solving, and troubleshooting capabilities.
  • Excellent knowledge of Information technology.
  • Good presentation skills.
  • Good analytical ability
  • A broad knowledge of state-of-the-art technology, equipment, and/or systems.
